Chapter Amendment Signed Into Law on Opioid Antagonist in Office Law

A chapter amendment of interest  to dentistry was signed into law by Governor Hochul as Chapter 17 of the Laws of 2026, which clarifies the law requiring all offices to have an opioid antagonist on the premises.  The chapter amendment makes technical corrections, the chief one being that the effective date of the law is changed to December 12, 2026.  Other changes are that an opioid antagonist is defined to be the same as the New York State Public Health Law defines the term, the opioid antagonist just has to be available in the office but not necessarily part of the office first aid kit, the Commissioner of Health will use regulations to define how much is needed by office size, the new law applies to offices covered by OSHA first aid requirements (which includes dental and most other offices), and the law excludes government offices.  The chapter amendment -- A.9453 (Paulin) / S.8770 (Fernandez) -- can be read here: Opioid Antagonist in Office Law.  The Sponsor Memorandum for the chapter amendment can be read here: Sponsor Memorandum on Opioid Antagonist in Office Law.
