NYSDOH Issues Revised Facility Closure Guidelines

Dec 3, 2025

The New York State Department of Health (NYSDOH) has issued revised facility closure plan guidelines for hospitals, D&TCs, ESRDs, midwifery birthing centers, and ASCs.  These guidelines reinforce that NYSDOH approval is required for either temporarily or permanently discontinuing a service or reducing bed capacity at a discretely licensed site.  However, the guidelines also clarify and differentiate the steps that must be taken for temporary closures (defined as up to 60 days), non-temporary closures (defined as greater than 60 days or permanent), and beds or services that have not been operational for seven years or more.  You can read the revised NYSDOH guidelines here: NYSDOH Revised Facility Closure Guidelines.
